Need a full song that already has a hook, just need you to fill out the rest

I've got a instrumental here that already has a hook and now I'm trying to fill out the rest. Can you do that? Let me know! I sent you the instrumental but there's another where the chorus is there already, l'll send you that another time cuz I can only send you one mp3 at a time.

I have the music and now need lyrics and vocal melody written. I'm hoping to find a good mixer that can work with my limited budget. Check out the song I attached. The tracks are cleaned, tuned, and and the song is ready to be mixed. I don't need the song mastered. I need it by 12 April, 2019.
