I personally DO NOT offer Vocal Tuning but it can be done by a third party studio i deal with.
Stem Mixing is the best choice if you have a low budget because i will work on stems made of more than one instrument and not individual instrument stems.
Stem Mastering is NOT mixing and it is better than a stereo master because you will be able to give me up to 6 mixed stems to master. (DRUMS, BASS, SYNTHS, ACOUSTIC INSTRUMENTS, FXs & VOCALS)
